Does somthing have to be living, decaying or in movement to ommit a smell?

Eerr, no.
My dog's got no nose and it smells.
Solvents evaporating off it.
Wet paint smells for instance not sure if its alive or decaying. Technically due to the earths rotation everything is in constant movement so you may be on to something with that one. 🙄
Spelt "omit" but I think you meant "emit".

Fartz iz poo-duzt innit.
There are gazillions of molekewls flying off everything all the time, that's what you're smelling isn't it.
the guy sitting next to me on the bus coming back from lunch was living, but may have been decaying.
