Right I've had a bit more of an investigation the hot water is the same delivery on all levels of the house (shower head, taps, ground floor ect). So it doesn't appear to be slowing down in any of the 15mm pvc pipes... however 6.5l/m is shockingly low when trying to get a shower from it.
So is it a new boiler time or a hot water heater in the loft?
Current boiler is a: Ferroli Modena 80E 9942L82376
Edit - from reading the manual it looks like it should get more like 12 l/m for hot water. Maybe it needs a service and get the gas pressures checked and the cold feed pressure into it? Does that sound sensible or a waste of cash ?

Sounds sensible to me. IANAP but I'm a bit surprised the delivery rate is the same on all levels if it's the same size pipe.
What's your shower?
Its not uncommon to design showers at 6 l/min these days (water conservation dontcha know). Sometimes even come with flow restrictors.
Plus, the pressure loss through a shower, it's one of the major ones (domestically).
Possibly a blocked heat exchanger. They don't have a plate heat exchanger like modern combis so it's £400 plus vat plus a hairy arsed bloke to take your boiler to pieces and fit it.
In summary, buy a new boiler (if it is that at fault).
Get a someone to look at it.

IIRC Ferroli have a 'design' live of 7-8 years 😯
It is original with the house so circa 96.. I guess it's had 20 years of service and "unsure" on when it was last looked at.
I know it sounds more expensive but in my head the maths for getting a new boiler fitted is better than me shelling out £200 - 400 on someone looking at the existing one.

Yes. Ferroli boilers are crap.
The boiler potentially has a flow restrictor fitted - item 39, p40.
Also, HW flow rates are usually quoted at a pretty low temperature rise e.g. 25 degrees. If your mains water comes in at 15 (say) that will only give you hot water at 40 degrees, which will barely feel warm. (Especially if there is a long, uninsulated pipe run whiere it can cool down again before it gets to the shower.)
