Because they work on the road? All vehicles which are used for highway maintenance/traffic management in any way have to display chevrons and have beacons visible 360 degrees. If they are any other colour than white or silver they also have to have reflective stripes down the sides. HTH.

It doesn't negate parking laws anymore than using your park anywhere (hazard) lights.

It’s Chapter 8 compliance for vehicles with regard to traffic management and signing and guarding ( temp lights and such )

No
It's because the driver may jump out at any moment and do a Rod Stewart on the potholes
You need the chevrons etc for any sort of work on the highway, which includes verges and pavements.
I'm not sure when Highway Maintenance needs to be be applied but when we had vehicles working within a road project we had to add them on.

From memory 'Motorway maintenance' means motorways only. I worked on motorways and all other roads with 'Highway maintenance' on my vehicle. Beacons also required.

Not in Derbyshire - they just close them now and have a think for 3 years about what they're going to do to get out of re-opening them! 🙂

But in reality, it's never that critical - would have to be the most anal of site managers to boot you off.
Double beacons (or a lightbar), visible from 360deg. Reflective yellow stripe for the full length of the vehicle for any colour other than white - but most white vehicles stick one on anyway
Haven't got round to the Highway Maintenance bit on this one yet, as the one I was sent was too big. Had to have stickers on the tailgate, as it's plastic. Trying to blag the stripe on the side not being full length, as wanted magnetic and the doors are steel, but the wings are aluminium

Think there might be confusion between Highway Maintenance and Highway Agency (now National Highways), as others state, the first is basically legislative compliance for vehicle markings for working on highways, the second is the government department who manage A roads, Motorways, etc.

Was just a guess when the OP stated surplus vehicles being sold off.
Yesterday I saw a sandwich van with chevrons on the back and the writing said 'Highway Sustenance'.
Made me chuckle briefly 🙂
