According to rule 170 cars have to give way to pedestrians crossing a road INTO which they are turning. But what about cars turning OUT of a side road. Do they have to give way to pedestrians walking along the main road and crossing the side road?
This is theoretical of course because drivers never give way to pedestrians under any circumstances.
My understanding is that no, they don't. The logic being that the pedestrian is crossing the side road, and the car is driving on the same side road. The pedestrian has to give way to the car, as per any road. But when the ped is crossing the side road and the car is on the main road, the ped has priority [u]if[/u] they have started crossing before the car has started its manoeuvre (i.e. before it indicates).
I recall being taught that if the car is already indicating, the pedestrian should wait/give way. Not sure on the legality of that last bit, possibly just a common sense thing.

My understanding is that the pavment is part of the carage way it is running parallel to. So following on this theory in my head the pedestrian is still walking along the same carrageway and there would be a pavment but the side rod has to cross this area to again access to the main road, hence the car on the side road should give wasy to the pedstrians as it is crossign their path. I don't think most people think like this thiough!

Surely not, indicating doesn't confer any right of way in any other situation?
I was thought that the number of dashed lines you cross determines your 'right of way'
Pedestrian crosses no lines apart form the one in the middle.
Car turning left from major to minor crosses 1
Car turning left from minor to major or car turning right from major to minor both cross 2 dashed lines, but they don't get in each others way.
Car turning right from minor to major has to cross 3 lines.
And if it's a crossroads, going straight on crosses 4 lines.
if it's anything like here, then I'd be assuming that the pedestrian is going to walk without even looking, totally oblivious to surroundings and totally engrossed in fondling an iphone.

i'd say that I have at least one daily each way to/from work. I'll pull up towards the t of the junction, and they'll just happily amble right across the front of my car as if it weren't even there. have even had the front bumper hanging over the line, just letting a car go past before pulling out, and still had peds walk right across the nose of the car, essentially in the "main" road, and outside the stop or give way line.
so peds have right of way, regardless. in effect.

can't see that it says it is ok to run ped's down if you've bothered to indicate that you intend to turn
have this very situation up the road from my house.
No pavement so we have to walk in the road. Side road on out left when walking up the road and I generally walk on the left going up the road and on the same side (now my right so into traffic) when coming down the road. I do this as just up the road on this side is pavement, on the other side is no pavement at all and normally parked cars and generally the cars coming down the road do so a lot faster as they have just turned off a main road at speed so it's a decision made on safety and 99% of people do the same.
Cars going into and out of the side have to give way to the pedestrians walking up the road past the side road. You do get the odd idiot who doesnt.

Perhaps you have not stated it very clearing, but this sounds like you think you have priority to go where you like, so long as you're indicating.
As stated on the original question, pedestrians have right of way into a road you're pulling into. So if you're turning into a junction and there are pedestrians walking along the pavement, you must wait to see if they're crossing.

If they leap out in front of you and you cannot avoid them that is the only excuse for hitting a pedestrian ever even if they are in the wrong and being stupid/silly/ill advised in their behaviour.
