Short question: is there any issue going with a company offering both the standard ECO4 grant and the Extra available under LA flex.
He has just bought an old house, converted from stables that currently has no central heating. The company are saying he can get the heat pump, radiators, solar on the roof and cavity insulation all free gratis.
Sounds too good to be true. If he wants a battery or extend the solar that is extra. Is this the catch, assuming they are not cowboys?
He's aware of heat pump limitations regarding insulation.
Scotland here. Yes, people are getting the lot including batteries. Be aware the Companies offering this can be at the edge of the ‘fit it and run’ spectrum.

sceptical as AlanL says usually fit and run mob although my folks did have good experience in France on a similar scheme for low incomes - had heatpump and thermodynamic tanks fitted for a euro.
My sister got a free full heat pump CH install (to replace storage heaters) for being low income and not on gas, but that was England.
We just got heat pump, new HW system, solar installed for free. We looked around and applied for a few grants, finally got a company that said they’d do it for free, we literally didn’t believe it would actually happen until the day they turned up to install it! No more LPG - woot!

from what i can see - unless your in receipt of some pretty heavy benefits then no its not a thing.
Home energy scotland will give you an interest free loan but there is no grant portion.
Grants for heatpumps ,insulation , windows (if you have single glazing)

Unless you're on benefits or living in social housing (and then you're likely to be on benefits) then its unlikely any funding will be available
I'd be highly doubtful that you'd get any free measures on a property that you owned.
Plus i'd expect the planning consent for the conversion would have included a minimum heating demand, which would make it ineligible for such a scheme.

This is for England. No mains gas. So apparently he's been told the 'la flex' system is normally only available If you are on benefits but some LAs have more flexible criteria, iE no CH and off grid.
We'll see what happens but good to hear some of you have had the same remarkable surprise
