Had a quote to have my dying, moss-filled lawn to be flagged over, two man job = £450 plus materials.
Is that reasonable?
Its not something I have the time or inclination to do myself as I already have a physical job, so lumping flagstones around each night after work really doesn't appeal to me.

How big & where are you? Doesn't sound unreasonable. That's probably less than £100/man/day.

I'm in Rochdale and its a smallish garden, but that includes levelling, laying sand & membrane before fitting the flagstones
Maybe 25ft x 15ft (guess)
