I don't need anything fancy - just need to knock up some simple drawings for builder to build a utility (under permitted development).

Pencil and paper. Or a free trial of autocad. SketchUp is pure shite to use (as an ex CAD monkey)
Remember, just because it's permitted development you still need building consent to ensure its going to stay up and isn't contravening building regs etc.

Probably is if you're used to professional Cad packages for a living.
For your average Joe however, it's simple, intuitive and there's a million tutorials online.
Is there any free basic CAD software anymore, not a massive CAD jockey but used to use Draftsight a lot but even that is now £300 a year which I can't justify fro occasional use. I've used Sketchup but as joshvegas says I really struggled with coming from CAD.
I've used librecad for 2d drafting with some success. Seemed logical to me. I have also used freecad and solve space for 3d. I found solve space more intuitive but freecad more powerful with its scripting however there is quite a learning curve with free cad and some workarounds required. I say this all as someone who is not a cad monkey so no previous experience to colour opinion.
