Elderly relatives have a leak between wall and porch.
The floor appears to have dropped and I’m assuming the roof with it.
First off would you go on the roof with a ladder laid across it?
If no , im thinking of taking off the roof panels , climbing inside and screwing a gutter above the flashing with lots of sealer to catch the water before it gets to the flashing. I’ve done this on the rear of my shop and it works.
If going on the roof is safe is flashing tape any good ?

A ladder laid across the roof from edge to edge would be OK but would need anchoring to the roof to prevent sliding down. A long ratchet strap through door and far light would be enough I would think. If the leak is due to degraded/torn synthetic flashing then personally I would consider a long term fix and chase out the mortor between the first free course of bricks (masonary disk on angle grinder) and insert a lead flashing wide enough to bend down the wall and over the existing flashing. Use a flexible flashing sealant in the groove and it will last for ever. Won't be the cheapest option but should be the best. Of course, the first option is to have a look at what the real cause is? Might be a simple fix

Pretty much as welshfarmer suggests; clean it out, leave any lead wedges in place and refill with something like No Nonsense Lead Sheet Sealant from Screwfix

Just buy some proper flashing tape and grind out the mortar. I'd remove the panels too, sod messing about trying to kneel on a ladder
If you do end up using self adhesive flashing then use a heat gun to warm it as you do it, turns it from normal sticky to like s*** on a blanket sticky.
It's very tolerant of the heat and becomes much more mold-able too. Use a strip of wood butted up to the flashing to insulate the roof sheets.
Whatever you do needs to be sealed to the roof sheets as the pitch is quite shallow.

Can repairs not be done right nowadays?
I'm not sure the floor dropping would effect the join between the roof and flashing. It doesn't look that way in the photo. Also that roof is just made of thin polycarbonate so I would not be putting any weight on it. I recently had a similar leak in my porch though a proper tiled roof and redoing the flashing has fixed the leak.
Edit I also don't see any sealant above the flashing in the photo
