Unless its a big one - 100litre or so - don't bother with air tools that run continuously like grinders and sanders, they run through the stored air in no time at all.
Depending on usage, get something like this...much cheaper!

For optimum finger sanding, surely a bench mounted belt + disc sander is required? I got one off Amazon for £125, but currently in B&Q for £120 (Excel brand, fine for the occasional use it gets from a casual DIYer like me). Or much cheaper brands on ebay for £80 - they all look the same, but not sure if there's motor differences under the hood or not.
The great thing about these is, if you don't sand your fingers on the belt, there's opportunity to forget about the spinny disc on the front and absent mindedly give your fingers a good sanding there.

13mm are common unless you've air powered.

I can't think of anyone other than Makita who do the 9mm for mains powered - pretty much everyone else that does the 'power file' thing are 13mm.
Is the 13mm really not going to work for you? - seems like it gives you loads more choice with that size.
Might be a bit of a jury-rigged solution - but there are folk making file and rasp blades for reciprocating saws and that might give you a powered file in the size you want

I've been looking for something to replace my old B&D power file - which was just a bit of cheap crap really but it's done a decent job for long enough. The Evolution one looks interesting in that it comes with two different, errr, things, for the belt to run on - one a conventional design for getting inside of things and one a sort of linisher for sanding the outsides of shapes. Haven't looked too hard though as it'll a few months before I use it at present.
A thing to watch with evolution is having proprietary bit and blade sizes and a bit of two part pricing model where the tool is cheap but the blades are expensive - so I'd avoid it if it used non standard belts.
There are also bolt on adaptors for angle grinders - angle grinder hacks are usually best avoided as the speeds on grinders are so much higher than other tools that things just burn, or blunt or in the case of Arbotech discs - fracture and throw improvised shurikens around the room. But the spindle speed on the little power files is is in the same ball park as grinders - so its credible that one of these could work if there properly put together so might be worth a look.
