Bit of help here .
We moved from england to france last year and my eldest son is struggling with language and life in general .
We want to find a tutor to help him with learning the french language and with school work .
where is best to look for a tutor ?
we can offer live in accomodation .
Great location for someone who enjoys outside life and sports .
Is there a local English speaking school? When we had a similar issue in Belgium they were the most helpful.

Have you asked the school? It's not so unusual for students with another mother tongue to arrive and they are most likely to be keyed into the network of folks who can help. The other great option is usually clubs - football/rugby/climbing etc. as that has the social aspect as well but it does depend a bit on your son. It gets harder as they get older I suspect 🙁

he is refusing to join any clubs so very hard for social life .
14 y old is not an easy age .
yep, 14 is probably the toughest for that :(.
If you don't have any luck with the tutor you could do what a Belgian/English couple I know do and switch language at home every week. It would be hard to begin with but there probably isn't a better way getting up to speed.
