where do you find such a thing? I'm a saleable and talented painter and a singer songwriter that's getting a fair amount of interest and its looking like it could really take off, the thing is in order to do it I need to make it a full time thing, but there's no way I can afford to do it, does such a thing exist any more?

AFAIK a "patron of the arts" donates money to large institutions, or collects art work.

I think what you might be looking for is called a Sugar Daddy.

By gradually building up a reputation, then being picked up by a gallery. In my experience and artist can only do so much on their own. A good gallery will have a large client list. Not just a mailing list. Individual, corporate and institutional clients. You'll pay dearly for their services - 50% commission.

If you get lucky some clients may buy from you directly cutting out the middle man.

If you are saleable then could you not just sell some paintings?

I believe the Private Eye classifieds is a place where such people are sought
