I want to create a spreadsheet or page where you can select a number of criteria then get a yes/no answer as that data I'd crunched through done formulae. (Warm Hone Discount for the curious).

What's the best way for an intelligent novice to programme this?

You could do it in either. How is it being presented to the end users, is a stand-alone document more appropriate or a web site?

It's not meant to on a website, just a resource for colleagues, and potentially brownie points for me

IF you wanted to use the HTML route you would also need to use java script. Not difficult but if you are familiar with excel that may be easier.
