doing a youtube style vid' of a local bridge that is real bad news for ped's and cyclists as is a real bad squeeze point - anyhow any ideas on free or cheap video software that can use to edit out/ fuzzify(?) number plates?

It's a public place so phography is fine.
IIRC Google street could have legaly left in the numbers and faces, but blured them voluntarily?

I'd be surprised if the free stuff had the level of effects built in to blob a video like that.
the best you might manage is a half screen wipe with an opaque effect covering the whole bottom of the screen where the reg plates appear.
you might be better trying to film it in such a way as to mask the reg plates of cars on site, rather than having a horrendous edit trying to blob stuff frame by frame

Some are idiots? As above, if you're going to start slagging off the drivers involved then I see your point, but otherwise there's no reason not to display the reg's even if they're doing something wrong.
Actually it depends more on the purpose and use of the vid than the content. If you are showing it publicly re on Youtube then you shouldn't show the number plates as it allows people to be identifed.
If it is just for personal use, show to limited audience then you should be fine.
