Ordered some solar storms which never turned up.
They had been returned by post office due to the batteries which is fair enough.
The seller never told me this til I chased up my lights.
They are willing to refund but only after I've posted positive feedback.
If I post positive and they don't refund am I stuffed?

If they still refuse a refund, open a case with eBay and/or PayPal (assuming that you paid with PayPal).
Open a case with PayPal,wait until you get your money back then leave whatever feedback you feel appropriate.
