[Closed] eBay listing help

Got a couple of things I want to sell on ebay. not sold anything on it for over a year and wont let me use buy it now or have a reserve price because of my business account limits (I don't have a business account)
Got something listed for 99p start but don't really want to take the chance of it going for less than i want for it.
Has this happened to anyone else?
