I'm about to change a tap that doesn't have isolators on the feed. I have a combi boiler and can locate the stopcock for the cold feed in to the property. I know I can stop the hot and cold by closing the stopcock but as the tap in question is upstairs do I need to open the taps on all sinks or just ones that are above this one? i.e leave downstairs.

I would turn off boiler.
Turn off water supply to house.
Open both upstairs taps.
Open one hot and one cold downstairs tap to drain the water out the pipe that feeds the tap.
Replace tap.
close upstairs tap.
turn water back on.
check water coming through both downstairs taps (not air locked)
close downstairs taps.
open upstairs taps. close upstairs taps once good flow.
check for leaks.
turn boiler back on.

You could probably get away with just doing the upstairs ones especially if you dont mind spilling a little water.

If it's a Cold water tap, you probably only need turn off the stop cock, if it's HW then you'd have to drain the header tank as well (if you have one), which means turning off the boiler.

A little tip for anyone who has a water meter, there is an easy 1/4 turn isolator next to the meter (blue handle).
