A friend of mine has a doorstep threshold / weatherstrip which is basically sodded and needs replacing. She's been mithering the landlord for years to do something about it with little success so is looking to DIY something. Can anyone advise on what her best options might be please?

Looks like it just wants chopping out and a new section grafting in.

Are the frame uprights rotten at the base too?
In which case I would rip out the existing frame and fit a new one with a hardwood threshold (which is the bit you are referring to as the door step)
Additionally, when fitting either new threshold or complete frame, make sure there is a dpc under the threshold as it appears from the pic to be in contact with the ground, so likely the rot has started there.
You can buy a new door drip moulding in a decent timber merchants
The threshold bar can be replaced, that one's probably plastic which is why it's bent. They usually hammer in/pull out (edit: use a soft wood block to protect it from the hammer) and are held by what I can best describe as a full-length barb into a groove. You can buy them with a rubber seal that fits towards the door - obvs 🙂
Try to replace like-with-like though because the door will be cut to fit that type. There are all sorts of ally mouldings with tubular seals available that may not seal to the bottom of the door because it isn't cut that way.
That step won't stay painted for long. I'd be tempted to fit a UPVC sill cover moulding and stick it down
Paint the door with it's new moulding and it'll be transformed
