I had my own business website which I shut down back in 2012 and thought that was the end of it, but a bit of idle googling at the weekend found that someone else has put my site back up, albeit a 2009 version of it. The whole thing is there apart from the contact details. It's now registered to a domain name reseller, so what the heck are they up to?

putting relevant content on there so it gets google rank and is thus worth more...

The website and domain name are two different things. Same host for both? Same hosts now as then? Have both reappeared? Did the website ever get taken down in the first place?
