The original campaign for that was 'Stick it and flick it' from Forestry Commission. I have been told by someone involved in that 'education' campaign that they deeply regret it.
It legitimised lobbing poo wherever someone can self justify 'oh, I am sure no-one ever goes behind that hedge / tree / heather / edge of track / beach area'. When the reality is that children playing, people on walks, workers out doing forestry / farming / etc, odd balls on bikes, geocachers, lovers, anyone else I can think of does actually go there from time to time.
There is never an excuse to leave it anywhere.
