Basically wondering if I get an LG V30 (cheap) with a pay as you go sim to use as a music player for Spotify play lists that would be downloaded to the phone memory, would the data usage required to connect to Spotify (need to do this to access the downloaded content) be less than if I just connected and steamed the music content? If so then would this be very minimal i.e basically just an account verification thus allowing me to pretty much buy say £5 a month top up on the sim? Won’t be using it for anything else.
This would only really be required when out with the dogs or on the train etc, other times I’d be on the house or work WiFi.

Yes, it should be minimal if you're only playing downloaded music.
I download on the home wifi & haven’t noticed any extra usage & I only have a 2 GB allowance.
So in Spotify offline mode will this not use any data? Or just an occasional blimp just to establish its membership verification. If so then this is great and maybe a minimal payg sim will suffice for music on the go.
That should be fine, I’ve been out on 3 hour rides with music playing all the way & haven’t noticed any data use increase. If you have an old phone as well use it for Spotify & a riding phone(I leave the flash phone in the car or at home when riding).

That is what I do, anyway.
Will need Premium yes. All the syncing and membership checks can be done when on WiFi. If concerned about data, just turn off mobile data and only turn it on when you really need it.

That’s what offline means! You’re offline, not connected to the internet, but still able to make and receive calls.
