My sister's lad is after some simple "decks" I've got the basic numark one that ran on idjay, it would appear that's no longer available and things have moved on quite a bit.
Any ideas of what to get, it must have Spotify compatibility as he's not going to be downloading the latest house bangers from SoundCloud etc just yet.

Have they thought about starting on vinyl? You could probably pick up some half decent vinyl turntables fairly easily.
Nothing beats learning on vinyl first- I have a large collection still- if you want I can pick out a few a send them over to you? House and funky house mostly.
Pioneer wego with djay2 would do that. I would think you'd need to go second hand to hit the £100 price mark.
Refurb'd Pioneer DDJ-SB2 for £160, comes with Serato DJ Lite software. Unsure on the Spotify DJ integration, due to DRM's.
I think he'll need DJay by Algoriddim to integrate Spotify.
I dont think Serato will let you use spotify.

Does he have a suitable laptop? I'd be looking at a second hand Pioneer DDJ SB2, few quid more but worth it
If he's looking to stream using Spotify as his music source then he'll need to go Serato and a suitable controller like the above. Music streaming services aren't really used in a DJ environment, it was tried a few years back (Pulselocker) but never took off. But the DJ software companies are having another bash at it again with Tidal/Spotify integration again.
I use Rekordbox and buy my music from BeatPort mainly. It's 50p a song so not bank breaking
Have a look at DigitalDJTips or DJTechTools website, it's good for covering off everything
