Looking for some advice please.

Private driveway, several neighbours have access rights to adjacent parking spaces at rear of their property.

One decided to buid a annexe and has dug a trench along it to lay services in without asking driveway owner.

What is normally the procedure for this and what happens if the making good is not really good enough?

Builders seem a bit too casual apparently...

For the neighbours to think access means ownership and not give much of a damn.

In practice the answer here regardless is "depends on the neighbour" fixing the drive is cheap and easy, good neighbours and good relations with them are priceless.
a good neighbour is also likely to deal with it nicely following a casual chat before the work is finished. The sort of neighbour that will need more is unlikely to fix it anyway and trying to make them will only result in misery.

Go nuclear and tell then to negotiate an easement with the owner. Owner should ask for the additional value the annexe has added!

I jest but this is what someone I know did when a driveway was built across a strip of land they owned without permission. They were out on a walk and noticed one of the houses had built a driveway and dropped the kerb. Did not even ask. The excuse was they didn't know who owned the land and thought it would be all right.

Depends what the owner thinks. As long as everyone else can get past, their rights are unaffected.
