Has anyone ever had to deal with a neighbouring properties exterior lighting being extremely bright and permanently on?

The council have almost finished building a property next door (for assisted living if thats relevant) and last week they started fitting the exterior lighting. Both us and other neighbours had concerns at the time about the amount of lights they were fitting and the past two nights have seen the lights turned on.

Through the whole night my house is now lit up like Blackpool illuminations and I can feel its already starting to effect my sleeping.

The other neighbours have spoke with the contractor building the site and he's said its just what he's been told to put up.

Who do we speak too? Where do we go with it?

Any ideas?

Looks nice.

I would ask the owner to consider downlighting rather than lights that face out.

Show them the photos.

If they persist, contact building control and pursue it.

Dont get me wrong the building has improved the area massively compared to what was there but the amount and level of lights is way over the top.

Speak to council as they are the owner. You may well find they are perfectly reasonable about it. Escalation would also be to council but you should find they are quite impartial, planning and building control are often harsher to council builds than others as they are so worried about being accused of not being impartial

I assume the purpose of the lighting is for residents safety, but I do wonder whether they've actually done an environmental impact assessment.

The design does look crap, both in terms of high proportion of high proportion of wasteful/polluting stray illuminance, and poor uniformity of lighting in the target lighting area - which is the most important factor for human visual acuity/safety. There is a large roof soffit there where a nice lighting strip could've been installed...

Demand the CDM principal designer produces the environmental impact assessment, exterior lighting target requirement and lighting calculations to meet those requirements.

There will probably be some planning rules too but I don't know about those, my engineering experience is Highways, not Buildings.

Just speak to the council - they will have a dedicated department to deal with such complaints. That fact that it's a council building should make the process easeir than a private property.

Would have thought downlights should have been installed.
The lights should really light the path around the house not the sky.

It won't be cheap for them to replace them either.

Ask them and see if they can do something about them before going to council.

Failing that frozen sausages

does that overlook your property then? thats not nice?

aye speak to them. although my old just had exactally the same thing with assisted living. loads of lights and security cameras pointing at their house. Went to the council who did nothing. ended up building a new shed and wall.

As far as I know you need to specify outside lighting in the planing application for commercial developments so it might be worth checking what they put in the application.

My father put a mirror up against the bedroom window to reflect it back into the neighbours lounge after asking nicely for him to angle it down, the guy was so incensed he came to my parents door with a large kitchen knife in his hand.

I think that it looks quite nice, if you’re the one in the assisted living. “Nice and bright” would sound great if you were thinking about a place in there.

But that’s a bummer for you guys. Have you already got black-out blinds? Any chance the council would pay for adding black-out blinds to your windows to avoid any hassle with you?

I can’t imagine that anyone will easily accept the idea of changing all the lights to downlighters.

If there was a plastic cowling over the top of those, it would diminish the annoyance for neighbouring properties without actually reducing the light output for the residents of the building.

Council are obliged to deal with light pollution and take it quite seriously.

I had an issue which was about to come to blows and my missus made me call environmental health.
It was sorted in 48hrs.

Lighting designer here...

Firstly, don't bother with the council. Ask the site manager for details of the M & E consultant who's specified the lighting and get onto them and ask them if the lighting plots have a light spill calculation.

Whenever doing external lighting a good designer will do a light spill calc which looks like contour lines around the lumainaires and each line will have a value denoting how much light is spilling away from the property.

When I've done old people's homes and games courts (MUGA's) the council are the first to kick off about light spill.

The contractor has probably got the job on price and will be fitting the cheapest crap he can justify as equal or approved and I'll bet my bollerx to a barn dance they'll be spewing light and a quick test at night with a lux meter will catch them out.

I would suggest sneaking over and removing the bulbs or spraying the fittings black. Sod all chance of sneaking in there though. Are you any good with a catapult?

Cheers all.

The local regulatory service are going to come out and have a look.

Near enough every house the is in the vicinity of the build has complained today about the light.

So much so that they have now fitted a timer so that they go off at 10:30 every night.

I still feel that they should be downlights as that will keep a lot of the light around the building.

At least the trees that were there before aren't a worry any more? Trying find positive, must be bloody annoying that having your place floodlit.

Looks like they are trying to land an aircraft.

I live next to a livery yard with a flood lit prancing arena .....and I have less light pollution than that

That is a pretty excessive amount of light. A timer sounds like a half arsed solution especially with winter on its way. Hopefully you and your neighbours can convince them to come up with a better solution.

We are next to a tennis club with floodlights and they light the courts up perfectly but throw hardly any light our way so it can be done.

One if our not so near neighbours had a weirdly directed outside light that managed to light up our bathroom and that was annoying enough. Luckily its gone now, but I can see how that much light would be very annoying. Hope you get it sorted.

Nice? 😳 That’s absolutely bloody awful! I would imagine the amount of light bleed reflected back through the windows of that building would be almost as intolerable for anyone living there, it’s hopelessly over the top. Pretty much all of Chippenham has been converted to LED street lighting, and the difference at night, especially after midnight, is remarkable; with the ghastly orange sodium lights all the house fronts were lit up orange, while the paths were dimly lit, but now there’s virtually no bleed back, all the light is directed downwards, in fact, despite there being a light across the road, about one house down from mine, looking directly across it’s almost like there’s no light on, but the footpath below the light is really well lit.
There’s no excuse, hooded sconces with LED lights inside would give all the light needed, without any glare to cause distress to the surrounding neighbourhood.
