He's either referencing the purple haze that hung around. Or on the other hand he might be referencing the "Whitley wiff", the delightful mix of the tip, the brewery and the sewage works on a hot day!
The best/worst bit, is "Whitley wood" where that streetview is, is the posh end of Whitley.
To be fair on the place, it's not as bad as people make out. Just has an above average number of 'characters'. I've been more threatened by the local yoof in Wokingham!
Like like Steve Coogan I think Ricky Gervais is going to be constantly coming back to the same character forever.
Still a fan though.
