My lad did his Bronze through school and switched to Scouts for his Silver, however the signing off process got messed up. It is on his D o E computer records that he passed Bronze, but he hasn't received any physical proof or recognition.
Should there be a badge or a certificate or something?
I got a certificate and badge for each award, was over 30 years ago though.

Individual organisations, yes.
Blanket certificate at bronze doesn't seem to be issued...
Don't think there's been a certificate for a while. I used to do one based on the old one and that was a decade ago. I also had badges but they had to be bought by the organizer.
My understanding is the Operating Authority is supposed to issue the cert (school or LA in your case?) and certain users there will have the “user permission” to access and print the cert from the doe site. I suspect OAs are poor at doing this when people leave.
We used to issue certs at all levels (not involved now so can’t say if they still do). The whole process of getting and distributing the certs was a bit of a fankle.
There’s a chance there’s a cert sitting in a draw in the school somewhere so worth contacting them to ask.
