Windows 7, in resource monitor it says anywhere between 8% and 15-20%, but the numbers for the individual processes and services don't seem to add up to anything like that number.
Is there a better way to view cpu usage?

Try this, it's like top apparently (which won't mean a lot unless you're accustomed to unix / linux)

Have you tried using [url= http://technet.microsoft.com/en-gb/sysinternals/bb896653.aspx ]process explorer[/url] to see what's going on?
