I did this once using a Samsung Galaxy but can I do this with my I phone 4? I want to be able to access the internet with my laptop at work and not have to pay for a wifi connection on one of the phone lines!

Set up personal hotspot - connect laptop. Simples.
Realised that might sound flippant - in settings, personal hotspot is the 3rd or 4th option in the first set of options
You can create a personal hotspot, it's under settings. Either connect your phone to your laptop via wifi or through a USB cable.
I've done this with a 4s when I don't want to pay Internet charges in a hotel when away and just used my data package with my phone.
Edit: too slow!
I think you sometimes have to ask your network to add this option to your contract if it's not visible in the settings / not working, shouldn't be a charge for setting it up
