Heating is on. Valve is open. There is water in it.
The feed pipe is hot, the drain isn't.
Any ideas?

TRV stuck closed.
Unscrew the thermostatic body and give the pin a tap and wiggle.
Bleed it?
Valve type? TRV? Possibly the pin stick down.
Normal wheel head valve? Bleed air, shut off the rest of the rads and force heat through

wtaer is not circulating something is stopping it.. stoner is probably right.. if the poin does go up and down turn off all the other rads and open the clod one wide open to force the issue if no joy .. phone call time..

Could be a blockage, might be some rust in the system. Had this in a rental flat years ago and the chap who came round to check it hit the exit pipe with a spanner and it worked..
Turn all thermostats off in the house except the cold one, it will have an air lock in the pipe somewhere. That'll blast it through.

Head should screw off
Pin should push down and spring back, if it's stuck down, then that's the issue.
Pulling the pin up is no good, as often the the valve seating is seperate.
A mixture of drops of wd40, tapping valve side, and pushing down on pin will free it.
If you pull the pin out too far, it'll come out of the valve. Followed by the water.
Pin is springy. Gave the other end a whack with a 12mm hex wrench. Going to do the same to my missus if she keeps telling me it isn't working.

We had this in the rad in the dining room,turned out to be the rads all needed balancing,upstairs rads getting hot to quickly and the dining room rad is the last in the circuit .
Took a bit of trial and error to get it all working.
