[Closed] Cleaning powder coated aluminium - garden lights

We have some 20 year old garden light that suddenly, today, need removing, stripping, repainting and re-instating. There are a couple of issues.

The first is stripping the power coat. Lots of it just falls off or can be scraped off with a screwdriver. Other bits seem totally stuck. Also, the aluminium has lots of surface corrosion and white dust.

The second is one of the shiny stainless steel bolts holding the lamp tops on, thus preventing access to the light bulb, apopears to be completely fused in place. It is a case of you hold the screw head and I will spin the planet. At the moment it is just soaking in penetrating oil.

A) Any suggestions beyond that?
C) Do we need a special primer or is acid etch car paint okay?

Wire brush on a drill?

The screws will be a bugger thanks to the reaction between dissimilar metals.

(If I could afford it I'd just go and buy new!)

I would too but the wife seems sentimentally attached to these ones. 20 years and the always work, just two light bulbs ever replaced.

EDIT : a quick google shows replacements startiong at £42 for the little ones. Gulp. I like painting
