So my friend has a company car, all costs paid for by the company, they also pay for the diesel, however only 10p a mile which doesn't cover the total cost.
Can he claim back a certain amount on his tax?

No - not with a company car as long as they pay the recommended levels

What engine size?
It should be 11p per mile. And I'm expecting that to go up soon. The cost of diesel certainly has.
