But yeah, what Bloke said. The OP's 'complaint' is that people are smoking outside and he* wants his window open. I'm not seeing a legitimate cause for complaint beyond "I'd like..." which trumps what they'd like. But it can't hurt to make a polite request that they move a little further downwind.
My experience of smokers' general attitude towards their entitlement to smoke isn't favourable and I rather suspect that any complaint / demand would be met with the opposite reaction. Asking nicely though, they'd likely have had no idea that it was an issue in the first place. You might think your farts are bad but cigarette smoke is strong and carries a long way.
