I imagine he’s been parachuted in to deal with the publication of the long overdue Russian report so having a pet monkey on a stick will work out perfectly for Johnson and his paymasters, he’ll be gone in 6 months once he’s whitewashed any evidence of collusion.

It's pretty obvious really. He's blatantly incompetent, just the sort of useless MP who can be trusted not to hold up this government and the intelligence services to any sort of meaningful scrutiny. He's finally found a niche where he's useful to the Tories.
