Both of those are 30fps, as mentioned in another thread ideally you want one with a higher fps otherwise no matter how good the video quality numberplates will still look like smears when you pause it.

Admittedly I have no experience with these (or any) myself :p

Seems to be ok accounts to reviews. The actual footage buyers have posted in reviews look promising.
