The lad starts his final year studies at GCSE and a lot of work is internet based. To avoid the temptation of doing fast stuff/gaming/youtubing on the machine when he should be working, I did wonder if a chromebook would be suitably throttled down anyway, and good for a bit of word docs, basic animated web pages as per homework and basic interneting.
I've not really researched them but there seems to be loads under £150, such here...

4GB and 32GB eMMC seems to be standard spec at that price range....obviously more cost should get better spec, but are these basic ones OK, for the task, or quickly become frustratingly slow?
Mrs NBT has had a Chromebook for some years, it isn't noticeably slower now than when we bought it. I'd say you're on the right track. Though i would say, go for the biggest screen you can justify. Also, be aware of the End Of Life date, after which the Chromebook will no longer receive updates. It will still work but won't have the latest version of the software
My 2015 Acer 15 has just warned me it will have no further updates. For £130 and a faster boot time than my macbook I can't complain. For the use you describe its always been fine. I'm tempted by another but with a 1080p screen this time. There is also an Acer 317 with a 17" screen that's worth looking at.
Yeah they're great. The cheap ones have fairly low quality screens, but for the price you can hardly complain. They are reliable and simple and they do 'just work'. The OS is absolutely pared to the bone and basically just runs Chrome.
