I THINK it's needs insulating but need it checking, how do I find a co.to look/judge?

Drill a small hole in the mortor and see if there is any insulation. That will tell you. The survey's that installers do will check the conditon of the cavity as well but if you just want to know if there is some in there do that.
Also have a look for the tell tell blobs of cement they use to block up the holes after filling.
I reckon whoever did this place (before I bought it) didn't completely fill the cavity. Upstairs bedroom and bathroom on the main wall are significantly colder. Can you top this stuff up?

Nope. Ours was done 20+ year ago, is basically dust in the cavity yet no-one will come and top it up. They will hoover the remnants out (of course that was £3.4k to do) and then say that one extension has a narrow cavity so cannot be treated and another extension does not have cavity sealers and so cannot be done as it is timber frame..
So I have a cold, untreatable house.
Ours was done by the council* via insta group.
No complaints about either them or the insulation so far. Well they did drill through a cable that had been embedded in the mortar, but everyone agreed that the cable definitely shouldn't have been there, and they got an electrician round to fix it within an hour or so.
*or the council was promoting a government scheme, or an energy industry scheme or something.
Ask about on local facebook pages etc for installers who have rejected work before. We had 4 come round for assessments and 2 were obviously cowboys, and the other two were more thorough in their assessment and actually didn't recommend it on our house to having a large exposed westerly wall (1970's build in the south west) risking damp issues due to driving rain.
Some companies send round a local third party rics surveyor. They should then tell you if it isn’t suitable as their neck is on the line. You can often look down the cavity from the loft to check if it’s filled. Thermal imaging camera tells you straight away if it has been done but patchy or sagged.
