Then one should ask that cyclists have registration numbers so drivers can report infractions of cyclists .For example running red lights.

I do like the idea, same for close passes etc, if the driver gets a fine and points, the fine should go to the victim.

It's a good idea, but every parking violation would probably get dozens of reports, so you'd have to get in quick to get your money.

It’s a good idea, but every parking violation would probably get dozens of reports, so you’d have to get in quick to get your money.

I presume it's more to catch the "I'm just stopping for 5 minutes on the double yellows/reds" type parking that wardens have zero chance of catching but causes traffic chaos even in small villages where people happily block the roads outside the post office or school despite living only half a mile away.

On the other hand, fine them for every report works just as well. The more people you block from getting around safely, the more fines you rack up.
