Just browse prices on the big players, they're all much of a muchness in my experience. Europcar are my go to the moment but I've used Enterprise, Hertz and Avis in he past with no issues. Make sure you go through Quidco/Topcashback too, couple of quid saved there.
We use Enterprise as a work car hire. No idea as to cost but the "American" service - your first name is every second word they say, they want to be your pal (I just want to get the car and go) - just gets right on my tits, as does getting customer feedback phone calls at 8:30 in the evening or Saturday afternoons after I've told them I don't want them calling me.
I've found Arnold Clarke to be pretty good - big stock of vehicles, decent prices and less smoke and mirrors than many companies (branches all over the place here so I opened an account with them). they've got a branch in St Helens now I think

Make calls to the confirm what you're getting when you compare prices though. Online prices are rarely like for like and won't often be the price you pay to drive away. You'll be faced with Excess Waivers, fuel surcharges, mileage surcharges, you might be given a car with next to no fuel in it, and so on and all that won't be outlined in the prices you're comparing.
I've tended to stick with Arnold Clark as you get less of that bullshit than you have to deal with from many companies. You get given the car with a full tank and you're expected to bring it back flu thats pretty muc it. Theres a per-mile charge if you really put in excessive miles - I forget what the limit is, but I've never managed to exceed it. Some companies will charge you for a tank of fuel up front. Some will give you the car practically empty leaving you to guess how much fuel to put in car you've never driven before to cover a journey you've not made yet. Some will charge you per mile after the first X miles per day. So make sure the prices you're finding online actually compare favourably in terms of the service you get and the extras you'll have to stump up.
With any company there'll be a damage waiver to pay on top of the hire fee too, you can risk not paying it if you like. But if you're expecting to hire a car for more than 2 or 3 days in any given year its cheaper to get your own annual excess insurance than to pay by the day through the hire co.
