If you get a hire car in europe, Portugal to be specific, does it usually come with the safety vests and stuff that you're required to carry there? I'm getting it from Europcar.

I should have thought so. I doubt they'd make you provide all that just to hire a car.

Yes it should do, but check the car before you drive away from the rental place to make sure.
