Here's the scenario:

Used car (say less than 18 months old)
What's the best way to negotiate the best price? Is it true that cash isn't king as they mainly want to sell finance? What about buying towards the end of the month when targets are tight - is that a myth too?
End of the quarter / half year / full year
Why not buy on finance, then settle within 14 days? You'll get maximum leverage as they'll (think they) still get their kickback from the finance co.
I found just hitting him back with thats 1.48 Day in interest for the term I'm not paying that ill pay cash in that case worked uite well.
I now pay 45 pence a day .....

Try negotiating on things rather than price. "I'll pay the asking price if you include new tyres, longer warranty,three years servicing etc. Works for me.
Father in law went to buy a new car. Got the deal he wanted, then started price matching with different companies across the UK. Made the dealer come down thousands. Then at the end just before signing he said he'd changed his mind and was going to pay car in full rather than finance and told them to take it or leave it. A sale is a sale.
Don't be afraid to haggle. Don't be afraid to walk away. Don't be desperate for a car you've set your heart on.
Generally it seems they want to sell the finance so take it but settle in the cooling off period.
You've possibly less leverage on used, targets are on new cars and imposed by the manufacturer, it's also not so easy/possible to get quotes from other dealers to use as leverage. Maybe don't rule out new, try carwow for some quotes on new? Often deals on old models that are just about to be replaced can be significant.
Are any dealers still doing scrappage incentives? Another reason to look at new if you have a qualifying old car to shift.
If you part-ex you'll get a rock bottom price - use webuyanycar to give you an idea of what it'll be. You're better selling privately if possible but that's more hassle.
As suggested above, get a price online - carwow seem good but I get better prices from autoebid.
What damacus said especially don't be afraid to walk away bit. There are loads of second-hand cars about unless it's something unusual/rare or in exceptional condition!
Don't set your heart on something over the other side of the country. You are setting yourself up to buy a sub standard car because of the wasted journey.
The vast majority selling cars are full of shit, bought two in the past six months, the bullshit I had to listen to from dealers and private sellers amazes me every time!
Admin fees not declared in the asking price and the new chestnut of "the days of negotiating are over" and variations of how people can't even get 100 quid off brand new cars is the dealers favourite spiel at the moment, repeated on this very forum! Same muppets who declare everything they buy is too cheap.
