An elderly relative has forgotten the number for her iphone . She's tech savvy (more so than I) but has used up all her 'chances' to unlock.
Is there anything she can do to retrieve the number, advice would be welcome?

experience with iphone limited to wife and kids, but iirc it locks for a period of time and then starts again, but each time you do that the lock time becomes longer?

Take it to an i-store, or maybe a backstreet phone fixer can also do it?
Can't be the only old person / iphone lock that's ever happened.
If you could retrieve the number (other than by hacks vulnerabilities etc) then there would be little to no point having it. A passcode like this should be stored as a hash (i.e. not decodable). Other than waiting for the lock out to reset then trying again I suspect she will be out of luck. Perhaps the phone to be reset (then you hope it was configured to backup everything).
This is exactly what's happened, she's tried so many times that time has run out. Her memory has failed her for the first time.
Quick search suggests a reset is the only way forward.
There's nothing anyone including Apple can do to unlock it if you forget the code.
You can erase it & set it up as a new phone, but you'll need the AppleID & password connected to it (this should be recoverable by jumping through a few hoops if unknown!) If it was backed up then you can recover the contents.
Not an iPhone user at all but is there no way to log into her apple account on a computer and remotely un-lock it to allow her to enter her pin again?
Obviously that assumes her apple account doesn't have MFA enabled which requires the phone.
But yeah if she has to reset it etc make sure she sets up the the fingerprint reader.
