Son has 2 v small led spots on his bike, but they need moving. There's a single black wire to each led. Ideally I'd disconnect at a connector, but I need to remove much fairing to access.
So can I cut the wire, and then re-solder?

Yes but I would use crimps not solder as unless you get all the flux off and make the join 100% watertight the joint can corrode. This is a much disputed point tho - some folk prefer one some the other

Yeah - put some bullet connectors or similar in so if you ever need to do it again it's easy.
