The flat I moved into in December had had an attempted burglary back in October but nobody got in. Most of the flats in the building are offices and I think 2 or 3 including ours out of 8 are residential. It's a city centre location but on Sundays and night times, fairly quiet.
Anyway, Saturday morning was leaving and there was a bloke in the entrance way (outside the doors to the building but in the foyer) with a dog with a patch on the harness saying "Security" (I have checked with landlord, there's no building security). There was something a bit odd about him so pretty much as soon as I left the building I went back to see what he was up to. He seemed to be looking at the names on the door bells. I caught up to the Mrs, grabbed her set of keys (mine were in the flat) and went to check he wasn't up to no good but when I was back he was gone.
This morning, Mrs is at home, looks out the window and the same bloke (and dog) is there, standing in the doorway opposite. He looks up, sees her, takes a phone out of his pocket and walks away making a call.
There are a lot of burglaries and robberies here by people masquerading as police or what have you and the people in the office say I should phone the police as they'll probably find him and ask what he's up to (not a lot of crime in Luxembourg so they are quite well resourced). Part of me thinks I'm just being paranoid.
So...

I'd be concerned, so should you be. Speak to the police sooner rather than later. He may be genuine, or he may not. Police will soon find out....
If he is genuine then he'll appreciate that your helping make his job easier and won't mind chatting to the police, but if he's (as you suspect) bogus then you might just stop a crime or two. Either way you won't do any harm by calling police to check it out.
Police say sounds sus but want a call when we see him next. I might sack work off early and track him down.

Working at a house in the northwest last year,fitting a new front door, two nosey neighbours, up the road started walking up and down the road, and paying particular attention to us.
One walked up and asked what we here doing.as we had the door off and a new door on the road, it was patently obvious, so handed them a leaflet each so they knew where we from, and contacrt details.
It was then explained to us the house had been burgled the week before, a van turned up with false signage, a local removal company, false phone numbers, they had forced the door,and where removing all the electrical stuff, the son camer home and saw them, and wa hit in the face ebefore they drove off.
Not to worry he had the number of the van and the company name,quick check with police, van not registered, and comapny didnt exist,luckily the son wasnt that hurt, and they only got a few electricals, rest behind door.
Moral, love the nosey neighbours,and if in doubt take pictures of all strangers, you never know.
If he's around in an hour or so I'll have words in my best Englishman abroad tone of voice. Anyone know where I can get a riding crop to thrash the bounder?

When I was about 16 someone I knew was in the house when a van turned up 'to collect some furniture'. He just let them in and they walked out with various bits and pieces including the TV I think. That must have taken balls,.
if your confident enough, wear a high viz kjacket ,and have a clip board you can get into a lot of unauthorised places it seems.
Wear a bomber jacket and make a patch saying 'Security Supervisor', tell him you work for the company providing security to the block and it's time for his performance review.
