Ex TfL VW Transporter in white with a dark blue stripe along the bottom of both sides

Doesn't seem to be a wrap or a transfer, seems to be blue paint on top of what was presumably the white paint that it came out of the factory with

Best way to strip back the blue without messing up the white underneath?

Heat gun? Some kind of solvent?

Assuming their the same types of paint, I'd wager you're going to struggle to find a solvent that targets blue paint and not white paint. Your best bet is probably "more white paint."

Trying to do it on the cheap which I think rules out a respray

the blue will have etched it's way into the white. if it's 2k paint your stripping it with machines.
get some 800 wet and dry soak it good with water and a little fairy liquid.

take your time

As one of my friends found out in a practical joke gone worng, Big Mac sauce does a pretty decent job.
