I want to set up a form that people can fill in, that will create a database of searchable stuff. Any recommendations?

Stepping back...
What sort of info, what is the implication of the data and what do you want them to have access to the raw data or the collation of it?
Web fronted SQL DB?
Search and results via something like Power BI?

Don't do the searching yourself. Make whatever you want public and let Google index and handle the searching. Much like STW does 😉
