We need to renew our desktop PC, the monitor and ancillary gubbins are probably ok, but the PC is tired. Any tips or advice on where to look for the best value/ spec replacement.

Dell are usually good- and also, unexpectedly, they haggle. Or at least, they did when I got my last one- I'd almost clicked buy on the website, phoned through to try and get a spec change, failed, but got more than 10% off the advertised price as a result.
