As above really. Mrs FD wants to do a collage of Photos of Jnr FD for Grandparents for Christmas.

I like Paint.Net for general tweaking of photos, but Google's Picasa has a pretty good collage making function to it.
GIMP.
Hands down the best freeware out there for this sort of thing.

I have photoshop and GIMP but prefer gimp as I only use about 20% of PS features and its hogs resources where as GIMP is lightweight fast and easy to use.
GIMP and Paint.net are great, but Picassa collages are dead easy if you're just doing one or two, because Piacassa finds/sorts pictures by face recognition automatically.
I made a couple of collages of my two kids as presents a while back, and the recipients had wobbly bottom lips when they unwrapped them. RESULT!
Picasa
Picasa or some (all?) online printers let you print collages (and have software to do it for you).
you can probably do it online on most of the decent photo printing sites without actually having any need for software on your computer.
I never 'clicked' with Gimp. +1's for Paint.net and Picasa here.

GIMP here, takes a whle to get into it, bloody good though.
