This wasn't dropped on someone's commute home. It was either nicked by a cleaner or leaked and the 'I found it behind a bus stop' is just someone trying badly to cover themselves.

The standard for briefing is all prints are numbered, each person is given a number and when they are given a print they sign to say its received. At the end of the briefing its the responsibility of the lead officer to collect all the prints back and sign to say none are outstanding.
We have protocols for a reason, it's tried and tested and followed.
So, when these are found at a bus stop and handed to the BBC I suspect they were meant to be leaked or someone has been set up! There's far more to this than a high ranking officer getting pissed at a pub and leaving it on a bus although that does happen far too regularly, I can't see it happening with something this sensitive and with troop movement. Why include crimea briefing with Afghanistan troop movement briefing. It's probably been done to give false info to isis who will believe it. The Russians are too smart to fall for this.
If we assume it was dropped by mistake and handed in by a 'member of the public' - if I was that member of the public, and saw 'Secret' etc, why on earth, unless I was a proper bellend, would I 'contact the BBC'...
Surely that'd be counted as treason?

I use to put a different typo in every single document sent out when it was high/high profile 🙂
