I am interested in the idea that society exists in a state where there are no consequences to anyone's actions and that as a result nobody takes responsibility for their own actions; I'm particularly interested in this theory on an international perspective.
Is there a name for this and can anyone recommend the appropriate scholars.

Pure Anarchy -- but not very practical, for a number of reasons.
I'm sure some 'intellectuals' will be on later when they've got up 😉
