Etherley Farm at Leith Hill is just about the only one - if I'm not wrong. Basic but in just the right place. You can have a fire too. But no dogs.
I think there is a (poss Guildford Borough Council owned) campsite on The Chantries, near St Martha's Hill in Guildford. I have ridden past it a few times but can't say for sure what the facilities are like. Can easily ride offroad to Surrey Hills from there and it is a short walk to Guildford town centre.
But you can't stand the Surrey Hills!
YHA at Tanners Hatch (ranmore) is nice.
Volleyball, fires allowed etc - in nice clearing with view over Polesden Lacey.

If the one Sonor is on about is the one in Holmbury St Mary, on Radnor Lane, it does, and it's a nice place to camp too.

Confirm the YHA at Holmbury allows camping. You pay a little more if you're not a YHA member but still cheap.
