I've got a customer whose old version of Acrobat no longer works with latest version of Windows and he needs something for occasional use to split PDFs.
I don't use Windows so don't know what to recommend.

Basic version is free. And does loads.
I've always taken the approach of printing the relevant pages of the PDF that are required, as a PDF document. So if you have a 30 page PDF and want to split it in two then print ages 1-15 as one PDF and pages 2-30 as a second PDF. May be some loss of fidelity but does the job.

As jeffl says; Chrome/Edge and "print to file" will do all you need, no need for anything fancy !

Pdf Sam is very good.
You can reorder pages and add other pdfs in the middle of your document etc to get all your appendices in one nice tidy file.
Printing to file is fine for a simple split.
Adobe now does tasks like this for free, but online only. All works rather well though:
